Hopefully I'm not too late, but don't watch the above order, it's complete made up garbage. Just watch the full series, then 23b, then full 0.
It's foreshadowing the new concept that Anonymous;Code will introduce to the SciADV series. World Layers will be a major mechanic in that story.
Also, the source for Steins;Gate is a Visual Novel, not a manga. If you've read the manga, oof, that's the worst way you could've experienced the story, it's rushed for just 3 volumes :\

When they upgrade the PhoneWave (not phone microwave) by ripping its door off, they also mention that they bought a burner phone exclusively for it, and Daru wrote a program that redirects the message to whoever they want. So they just need to send the message to the PhoneWave's cellphone and it will redirect it to any address they want, be it Luka's mom's pager or Faris' dad's phone.
Not canon essentially means the events did not actually happen in the series' universe. The movie didn't, or even *can't* happen in Steins;Gate's universe, as it breaks established rules about how worldlines work.
The movie and OVA are not canon, as they conflict with the official Steins;Gate epilogue story (sadly hasn't been translated as of yet).
